The Mojácar Council Plenary Session has approved the new Collective Bargaining Agreement for municipal staff, a document that represents a significant step forward for the working conditions of the Local Authority employees and brings to an end to a situation that has been ongoing 2000, when the Local Council's last collective bargaining agreement was approved.
The approval of this agreement is the result of a dialogue and negotiation process carried out between the Governing Team, the union organisations, and the Local Council's union representatives, leading to an agreed text that updates and adapts the working conditions of municipal staff to the current reality.
Among the main new features of the agreement is the establishment of a standard 35-hour working week, distributed as an average of seven hours per day, thereby strengthening the organisation and planning of municipal activities.
The new agreement also incorporates various work-life balance measures, taking into account special working hours during certain periods of the year. Hence between the 15th of June and the 15th of September, the working day will be reduced by one hour. This same reduction will apply between the 22nd of December and the 6th of January, in Easter Week, and in the week of the municipality's various festivities.
In addition, the agreement includes specific measures aimed at longer serving employees. Within the framework of the current legislation and work-life balance policies, municipal employees who meet the established requirements will be eligible for an exceptional reduction of up to one hour per day from their working hours, without any reduction in pay, until they retire.
Another key aspect of the new agreement is the commitment to ongoing training. All municipal employees will have to do a minimum of 20 hours of training annually related to their job, thereby promoting the continuous updating of knowledge and improvement in the quality of public services. In the case of the Local Police, the agreement also establishes a requirement to complete 16 hours of specialised police training annually.
The agreement also incorporates a variable productivity bonus based on objectives, up to a maximum of three payments during the term of the agreement, and will be applied uniformly to all municipal staff.
In regard to compensation for extraordinary services, new criteria are established that recognise the work carried out outside of the ordinary working day, establishing compensatory time off for work carried out on Sundays, holidays, Saturdays, at night, and for doing overtime.
In addition, the Local Council will supplement up to 100% of remuneration in cases of temporary disability, thereby guaranteeing the financial protection of employees during periods of sick leave.
The agreement also includes the renewal of individual health insurance for municipal staff, improving the current coverage and including assistance for illnesses, diagnostic tests, check-ups, and a wide range of medical specialties.
In the area of social benefits, the Social Action Fund is maintained, endowed with a contribution equivalent to 1.5% of Chapter I of the Mojácar Council's Expenditure Budget. This fund will allow for the continued provision of social assistance to municipal personnel, the allocation of which will be managed by the Pact's Monitoring and Interpretation Committee, also guaranteeing the consolidation of this item as a mandatory budget carryover.
With the approval of this Collective Agreement, Mojácar Council concludes a negotiation process that updates working conditions that had remained unchanged for more than two decades, providing the Local Authority with a modern, balanced regulatory framework adapted to the current needs of the local administration and its employees.
